Policy Exchange recommends rethinking housing finance to stimulate house building 

In a recent report, the think tank recommends a new category of 'Free Housing Associations' able to buy out their historical grant from the government in return for greater freedom to set rent policies, choose tenants and sell housing stock.

It suggests these measures could double the number of homes built every year from 50,000 to 100,000. 

Polling of housing association leaders suggests these is strong suppor for the idea, 67% in favour of writing off the government grant and nearly half of respondents saying they were happy to pay off the grant themselves if there was a discount.
